3 Feb 1690 Court Chosen as an Assistant - declined to take his seat when he learned that as the newest Assistant, he would have the lowest place, below those he considered his juniors. Although he was apparently still summoned to meetings (on 15 Jul 1690 the Beadle reported Starkey as having torn up his summons "in great wrath and indignation"). Starkey launched an apppeal to the Lord Mayor and Alderman of London but nothing came of it and he had still not taken his seat by the time of his death shortly afterwards.
